Julie Elmore began as the Library Director for Oakland City - Columbia Township Public Library (service area 3,830) in 2009.  She is very active in the Association for Rural & Small Libraries (ARSL) serving  on the board from 2014-2021 and as conference chair/co-chair from 2017-2019.  Her time with ARSL has taught her the importance of having an active community of practice for everything from advocacy to mental and emotional support. 

She has received her Bachelors in Information and Library Science from the University of Maine at Augusta and later her MSLS from Clarion University.  Julie became interested in librarianship after tiring of fighting for access to materials for her children.  Now, her favorite part of the job is reminding kids they are not bound to any reading level in the public library and similarly to connecting a patron to the right book, she also enjoys connecting people to the right resources in the community.​
